.Tip,. DOMINION INSTITUTE. CONFERENCE CONCLUDED. (By Telegraph—Press Association.) 5. - Tho njmual conference or;,tho New Zealand Educational Institute resumed today. On the. report' of a special committee, the basis of representation at tho annual meeting was altered so that, in future,' district.institutes with at- least ten members, will have ono representative; with (il members, 2; with 12i mejnbers, i 5; with 201 members, 4; for each additional 100, up t0..600, an additional representative; for-COO members, 8; tor 728 .members, 9; for 850 to 1000, 10 members. Several amendments in the regulations for examinations are to be": suggested to the Minister'. 'I'he institute desires an improvement in-tho arrangement of tho syllabus, and recommends.'the abolition of scholarships'for primary.; school children, in order that those . children who -$tajul3i&fitst ori'tlte free place list, and whp'mny. require .to live away from home, in- order to attend secondary schools, may receive a boarding allowance. Suggestions wero made for, tho improvement of tho Training College regulations, and also that the aid of the police bo made available in truancy eases when necessary.. '

" The balance-sheet submitted by Mr. E. .N. .Just on.behalf of Mr. Htiebes (unavoidably absent) disclosed a satisfactory state of affairs: Receipts for the year had'-totalled XGiio ; 18s. Id., and tho expenditure JBlGi 10s. OJd. The balance in hand- on. tho several accounts amounted to .£1707 2s. Bd., of which JJIOCO was .to the credit of the legal' dcfer.co fund, and i£l6B 155." : A special, voto of appreciation of the. excellent work done for the institute and for education by the retiring treasurer (Mr. Thos.
