It is proposed to operate through the present voluntary societies on the basis of compulsion of all workers whose earnings are below .£IOO a year.
Such workers will .make a contribution to provide for a minimum benefit of ss, a week, to which a State guarantee will, be given, restricted to meet'one-half the amount, the workman, insuring for., the remainder in equal proportions with his employer and the State.
Any insurance . beyond the minimum is to be voluntary.
