New Tear's Eve gatherings were liclcl at the Savo.v, the Carlton, the Kitz, and the Piccadilly restaurants, and at the Hotel Cecil and the "Waldorf. The Scots Guards lield their celebrations at Chelsea. There were the usual hilarious cosmopolitan crowds at St. Paul's Cathedral. The Positivists celebrated the day as a "day of the dead." ANGLO-FRENCH GREETINGS. PEACE AND ARBITRATION. (Rec. January 2, 11 p.m.) Paris, January 2. At the New Tear reception at the Elysee, Sir Francis Bertie, tho British Ambassador to France, as the doyen of the diplomatic corps at Paris, exchanged good wishes with' President' Fallieries, both in their speeches emphasising the importance of international arbitration iis enabling the nations peacefully to consider the solution of the vast problems facing the various Governments of the world. KAISER HOLDS A COURT, GEEMA NT'S IMPROVED STATUS. (Rcc. January 2, 10.5 p.m.) Berlin, January 2. The ICaiser held his customary ITew Tear congratulation Court, and received the Ambassadors. The newspapers in their reviews etaphasise tho marked improvement in Germany's international status and prospects. AUSTRIAN RECEPTIONS POSTPONED. THE EMPEROR UNWELL. (Rec. January. 3, 0.25 a.m.) Vienna, January 2. The Emperor Francis Joseph is suffering, from a slight sold. The receptions at the Royal Palace at Schocnbrunn were, consequently, postponed.
