The Edict also fcsclrides the' agitators from Poking., '■■.'■■ A second Imperial Edict orders tho Constitutional Bureau to prepare a constitutional programme, including the formation of a responsible Cabinet. Tho two Edicts are regarded asa means of appeasing' the. popular demand for a Parliament without forfeiting the ernment's dignity.
