THE PRESIDENT'S MESSAGE. By Telegraph—Press Association-Copyright. New York, December 7. The session of Congress has been opened- . „ President Taft's Message welcomes reciprocity with. Canada, stating that closer trade with the Dominion will prove beneficial to the United States. The necessity of the establishment of American banks in foreign countries is emphasised; while the new tariff law, which enables the Republic to (leal discriminately with tariffs imposed by foreign countries, is praised as favourable to the country's commerce. Failure to fortify the Panama Canal, the Message declares, would leave the republic powerless against a desperate enemy. Commander Peary's Polar achievement is recommended to the recognition of Congress.
