. PREMIER DECLARES HER UNSEA- . WORTHY. By Telegraph—Press Association—Copyright. Melbourne, December 6. The steamer Papanui has sailed for Japan without a pilot.. She took several hours to negotiato her way out of port, and was watched by an interested crowd. The Marine Board refused to allow a pilot to take her out. Tho State. Premier declares that in his opinion' the vessel is not seaworthy, arid that no marine board' in ; the world would have granted her a certificate. As tho Stato had no gunboat handy he could not stop her departure. The Filipino crew-were subjects of the United States; he thought as their safety was involved some action might have been taken by. tho representative of America in Sydney.
