In 'the Federal Arbitration Court Mr. Justice Higgius to-day delivered his judgment in. connection with the Merchant Service Guild case against the shipowners, demanding higher' salaries for .ships' officers.
An exhaustive comparison is made in the'jiidgmeut of the rates of pay existing in the English and Australian services, as compared with the wages paid' to eeamen in reference to the purchasing power of the actual money received in the countries where the officers lived. By I thi,s process his Honour arrived at what he considered a fair minimum of ,£l5O a year as necessary for officers' subsistence, and deducting JE3O as representing the value of an officer's keep on board, he made .£lO a month the minimum for fourth and fifth .officers, rising gradually to masters' salaries, according to the tonnage and character of the vessels on which they were engaged, to .£l3'pounds a month. '
■ The judgment makes reference to the Union Company's strict regulations and requirements from officers, remarking that in all grades the qualifications demanded exceeded those'of the Board of Trade. No doubt the'.qualifications were very, excellent, but the company would havo to pay.
Tho award* which is to be argued tomorrow as to details, has been practically left in the hands of his Honour by the parties. It prescribes practically an eight hours day ashore and afloat, -with regular periods of leave for officers while in Home ports; extending to from 21 to 28 days yearly for masters and to 14 days for officers. ' ' ' : . ' -.' His Honour 'held that' a port pilotage exemption should be included as a qualification for a master. Every master and officer should be entitled to absence from the vessel at his home port froni one hour after the vessel was safely berthed to two hours before the-time fixed for sailing:. Overtime rates are fixed as follow:—Masters; ss. ah hour; officers, 2s. 6d. an hour.- ....
