INTERESTING PROPOSALS. CONCILIATION PRINCIPLE-ADOPTEB' RAILWAY STRIKES ILLEGAL. By Telegraph—Press Association—Copyright. (Kec. November 30, 9.50 p.m.) Paris, November 30. -The Government propose that strikers wlio are concerned in what is known as sabotage (wilful destruction of property) and conspiracy shall be liable to terms of imprisonment ranging up to five years, with fines ranging from 50 to-2000 francs C£2 to £80). Baihvaymen who refuse •work-are liablo from six months' to two years' imprisonment, and strikes of railway employees are forbidden. Local Conciliation Committees -are to be created, for the settlement of industrial disputes, and there is also to be a Central Committee, and an arbitration, tribunal, composed of representatives of the employers\and men, with threo additional, arbitrators. The Chamber of Deputies will elect two-' thirds of the arbitrators and the Sec/ate one-third.
