PARTY LEADERS SPEAK. MR. BALFOUR SAYS HOME RULE NOT DISCUSSED. (Rec. November 11, 9.36 p.m.) London, November 11. ■ .It is understood that last evening's Cabinet decided on forcing an early election, namely in December. _ It is anticipated in the highest political circles that tho contest will bo one of tho hottest and bitterest of modern times. The Unionists are extensively signing a protest against the Home-Rulo AilRound policy. HOME RULE—A DENIAL. Mr. Walter Long (Unionist M.P. for Strand, and formerly Secretary for Ireland) has informed the members of : the Nineteen Hundred Club that Mr. Balfour has authorised a statement that neither Imperial Federation, nor Homo Rule, nor devolution, formed any part of the discussion at the Conference.. . READY FOR THE FRAY. Sir Rufus Isaacs, Attorney-General, speaking at Reading, said ho" was glad that tongues were now. loosened again. ■The Liberals gloried in the fight and determined to leave no stone unturned to win. Mr. Birrell, Chief Secretary for Ireland, speaking at Watford and referring . to tho approaching elections, said'; tho Liberals wanted all tho support possiblo in the South and West of England. He added that the North of England would not budgo an inch. Neither would Scotland nor Wales. ,
