Horse number two 'was in very low'.condition,, with sore withers, and showed signs of harsh treatment. Number three: was a "mere frame," and .also, showed signs of. harsh .treatment. All seemed "ravenous for food." The inspector added that he had solemnly warned those in- charge pf the animals that if he found, thorn in harness again he would arrest both men and horses.

A: foreigner who. had given the inspector a great deal of trouble was also reported.upon. It was allegod that he had-worked a very lame horse,, which was euffering from splints and enlarged tendons.
