HOW TO REDUCE POOR RELIEF. LABS ADEIFT AND WOEKLESS. , By Teleirraph-Press-Association—Copyright London, September 21.. Addressing the Associated Chambers of, Commerce at Leeds, Mr. J. G. Jenkins; of South Australia, on behalf of the Australian Chambers of Commerce, urged an Imperial emigration, and land settlement scheme, in order to reduce the present heavy poor-relief expenditure.,; Sir Albert ■. Spicer, M.P., proposed a rider to the effect that the Government be asked to convene an Emigration- Conference subsidiary to the Imperial Conference. He stated that the Post Office annually sent 4500 lads who had reached the age of sixteen years adrift, .and worklcss, in the streets.
