& ■ THE ARRESTS IN HANOVER, By Telegraph—Press Association—Copyright. Berlin, August 20. Referring to' the arrest of two Englishmen—Brandon and Trench—on charges of espionage at Borkum, Hanover, the newspaper "Neuesto Nachrichteu" says tho affair is assuming grave proportions. Tho arrested men, it is stated, attempted in 1909 to obtain drawings of German fortifications in the North Sea, and furnished to a foreign Power photographs- of the military port of Heligoland.
