Scott moved, ."That applications be called throughout New Zealand for the position of Director of Edu-' cation, at.a salary of d£'6oo' per. annum, the. said" director to have charge of. all educational matters connected with tho Otago district, and also that a secretary bo'appointed "at a salary of JMOO per annum, who shall also act as treasurer' and have charge of the office and official business of the board, both officers, to be responsible for, the work of their department to the board only." The Kev. P. B. Eraser-moved as an amendment, "That in the opinion of time is opportune to appoint two or three organising and teaching inspectors, resident in the country, to have particular responsibility, for the smaller country, schools, and that it be referred to a committee of the board to consult with, the inspectors and bring up a. report as to the cost and duties of such organising inspectors." After discussion both .motion and amendment 'were withdrawn, both to be considered ,later, and it was resolved that questions of filling the positions of inspector, secretary,- and.treas- , iiirer, and ot appointing organising inspectors be referred to a committeo of the whole board for -. consideration, at next meeting. ./■•■. '. It was 'unanimously decided "that in tho opinion of the board justice will not' be done to the rural schools of the Do-, '.miriion until a distinct cleavage is made in. the classification of country and city schools, and- suitable regulations for. instruction, examination, and promotion of pupils, and for the'appointment of teachers in the respective classes of schools be inaugurated." . v ' ' The board also carried the following motionj "(1) That -it 'is desirable that legislation be'introduced to enable those, members of' the education service of the Dominion who have hitherto found themselves unable to take advantage of the provisions of the Public Service Classification and Superannuation Act to become members on. payment of arrears of contribution, together with interest thereon at the rate <;f i per cent, per annum, without loss of back service. (2) That legislation be introduced to provide that contributors to the Teachers' Superannuation Fund who retired prior to October 16, 1908, and whose allowances are lower than those provided under tho Act: of'l9oß, shall.from the date .of the passing of the amending, Act reI ceive allowances calculated as under the ' Public Service Classification and Suporj annuation Act,. 1903."
