At the Richmond disaster inquiry, Melville, driver of the Elsternwick train, said that alter leaving South Yarra .he and. the fireman watched for the advanced starter signal. .When they reached it it was lowered. Approaching Richmond they saw. the fog signalman, who appeared to .be waving a green flag, .and they reduced their speed to nine miles. They then : saw' the "end of - the : train in front.... It was .very: close. They could not see the home signal. -They applied the brakes, but too late. " The number of the claims for injuries totals -183. . ~ The railway . .receipts show a fallingoil, which is supposed to be due to nervousness and lack of confidence.
