The report of tho Vice-Regal Commission, by four to three, recommends that for the purposo of developing Ireland's resources an Elective Railway. Board bo established to purchaso and administer all railways. It is suggested that' the interest on the purchased stock should be guaranteed and charged primarily against the Board's net revenue, and then, by means of an annual Imperial grant,. finally against tho Irish rates. ' - A minority report recommends tho concentration of lands in a single company with' State aid. PUBLIC-HOUSE LICENSES. BASIS OF VALUATION. (Reo. July 27, 0.5 a.m.) ■ London, July 26. >In the House of Commons, Mr. Chamberlain inquired' regarding the action of Mr. Lloyd-George,- Chancellor of the Exchequer, in varying the assessment of public-houses in Ireland! The Finance Act prescribed the Griffiths valuation, plus 20 per centum, but under an'administrative order'the addition would not exceed five per centum. Mr. Lloyd-George replied that 50 per centum was merely possible as a maximum. The Griffiths valuation, with 5 per centum • added,. represented a fair, value. The Chancellor, also said that publicans should bo treated on the same basis throughout the' United Kingdom. .; Tho regulations ought'to be mado by. Parliament and' not by the Department. .
