Doctor De la Plaza, Argentine Minister for Foreign Affairs, in welcoming the delegates to the Pan-American Congress, declared thero was nothing in the solidarity of the American Republics, or in tho increasing friendship of the American nations, which constituted a danger to tho interests of the Old World.
