KAISER AGAIN.
TAKES A HAND IN NICARAGUA. ANOTHER INDISCREET LETTER. ANNOYANCE IN WASHINGTON. By Telegraph—Press Association—Copyright. London, July I^. Tho Washington correspondent of the "Morning Post" states that annoyance is felt in Washington at the Kaiser's reply to a circular letter sent to the Powers by Dr. Madriz (President do facto of Nicaragua since President Zelaya's flight last December) announcing his election to the Presidency. The Kaiser staled that he recognised Dr. Madriz as his "great good friend." Tho United States has never given more than a quasi recognition to Madriz, and it is assumed that the Kaiser's letter was written by a subordinate, and signed by tho Kaiser in tho ordinary routine way. GERMAN PAPERS INDIGNANT. BRITISH ATTEMPT TO SOW DISTRUST. (Rcc. July 13, 9.50 p.m.) Berlin, July .13. The German papers, in commenting on the official denial of the Nicaraguan rumours, indignantly denounce what they describe as tho attempts of British journals to sow mistrust between America and Germany. "The Timos's" Berlin correspondent says it is apparent that Germany's still unexplained recognition of President Madriz has been unfavourably received in the United States. A CATEGORICAL DENIAL. MERE FORMAL LETTER. Berlin, July 13. It is officially announced in Berlin that tho Kaiser's letter was an ordinary formal acknowledgment of the announcement of Dr. Madriz's accession to tho Presidency of Nicaragua. Tho formula "great good friend" was always used in such communications. No intervention by Germany had occurred, nor was any intended. Nothing was known of any coaling station, nor was any acquisition of the kind contemplated.
