Nearly every time the same delay occurs: in waiting for a settlement, accounts are repeatedly sent to tho tNavals, and bi turn seut to the Government, yet nothing is ever done, Storekeepers complain loudly about being kepi waiting, and the oliicers of tne corps are piacod in a very awkward, position. .The last time tenders were called was in November, likJiJ, and, up till the time that Captain Ellis resigned they had not been paid. Moreover, the capitation due to the Navals was at least five months late, if not more, this year. There can be little doubt, after these- facts have been stated, as to the reason why Captain Ellis resigned.
