Sir Edwnrd Grey, Secretary of Stato for Foreign Affairs, replying to a deputation, said that if Portugal's new regulations resulted in the continuance of abuses in connection with tho cocoa plantations at San Thome, he would be unable to appoint a British Vice-Consul to be stationed in tho island.
