(French Minister for Foreign Affairs) on tho subject of the preservation of peace, is published in Jfrrliii. It is senij-ofiieially stated that tlio Kaiser expressed to M. Piclion his eoniidenco in tlio maintonanco of European peace and liis determination to do his utmost to contribute to its continuance, but that the idea of a European confederation was not mentioned and was not taken into his Majesty's consideration. [According, to tho Paris "Matin," "the Kaiser, in a conversation with the French Minister for Foreign Affairs, and in a tono of evident sincerity, developed the theory that the p;rcat nations of Europe should, in the interests of humanity and civilisation, remain closely united and co-operate in funning a powerful peaco confederation."]
