The Toronto correspondent of "Tlio Times" reports thiit Mr. W. S. Fielding, Minister of Finance, is coming to England immediately to arrange for tlio conversion of tlio Canadian four million loan. This, it is pointed out, will necessarily cause tlio .postponement till autumn of tariff negotiations with the United States. The Canadian Government is meanwhile sounding Canadian manufacturers' and producers' opinion, which does not favour the proposals. The National Association of Manufacturers of the United States favours closer trade relations with Canada and an agreement for the construction of a new through water route from the Great Lakes south.
