[In the competition of Anglo-French capitalists, German capitalists, and United States capitalists, for tho-privi-lege of making loans for Chineso railways, the Tientsin-Pukau line has achieved some notoriety. Last year tho Peking correspondent ■of "The Times" allegod that frauds had been committed in the disposal of tho loan moneys, and urged that the terms on> which competing capitalists were advancing loans wero too loose to prevent, fraud and waste.
