The House of Lords passed tho Finance (Budget) Bill -through all its stages. Lord Crewe, Secretary for the Colonies, explained the alterations in the Budget. He stated that the Govern-' ment had made no bargain of any kind, respecting thai or any future Budget. Lord Lansdowjw, Unionist Leader, declared that the Peers were bound by their pledge' to acquiesce in the passage of the Bill. Ho justified la&t year's reference to the constituencies, because the Government, themselves proclaimed it novel and unprecedented. Lord Lansdowne proceeded to severely comment on. the Government'b tactics in securing the Irish vote. • The Lord Chancellor, Lord Lorebum, warmly attacked Lord Lansdowne. He alleged that the lattor's predominant motive in- resisting the Budget of 1909 was an attempt to secure a triumph foi the pernicious doctrine of Tariff Reform.
