The new Governor of New Zealand (Sir John Dickson-Poynder, recently raised to tho peerage) has. taken his seat in tho Houso of Lords as Baron Ilsington. VIEWS ON WEST INDIES AND CANADA. RECIPROCITY: ATTITUDE OF UNITED STATES. London, April 28. The West Indian Club entertained Lord Ilsington, Governor of New Zealand, at 'a banquet. Sir Daniel Morriß, K.C.M.G., Imperial Commissioner of tho West Indian Agricultural Department, presided. Among those present waa the Hon. W. Hall-Jonen (High Commissioner for New Zealand). Lord Ilsington, in replying to the toast of his health, said he looked fori ward with hope and pleasure to tho prospect afforded by the high and responsible position of Governor of New Zealand. He intends to throw himself actively and sympathetically into the social and industrial life of New Zealand. , He strongly advocated a reciprocal arrangement between Canada and the West Indies. West Indian traders with foreign connections feared the resentment of foreign countries,' but ho believed those apprehensions ' wero exaggerated. So did not believe a family arrangement would he regarded as a hostile act if discreetly and judiciously established between tho component parts of, the Empire.
