OUTLINE ON THE PROCEEDINGS.

Dunedin, March 28. At. the Public Libraries' Conference to-day, the' first,.; subject "■ discussed '■ was "Library Hygiene."'; The delegates con- . odered Dr. Frengley's' paper on the: subject/and. Qre.report. on "Book. Dissection"; by Mir. Herbert BaiHie' (Welling:ton). Dr..Frengley.made several suggestions . mth,. a view, to .' provehting contagion. Mr. Baillie's paper took the form of a report on the subject of disinfection. Both-gentlemen were accorded:a hearty ■vote, of thanks.' ■'. ' ■-'. ~;J? X ' Cohen (Dunedin) read a paper onTravelling Libraries," and/ion.-.his mooen, a,, was unanimously' , adopted ■ urging ■ • the inauguration.,of •' 'a system of "travelling, libraries," and.'authorising the executive to bring the-mat-ter under the notice of the •Goveimment. •..•■.■,•'■■'.."'-.' v : -'•'''■.' ;,;'.-..'■' .:'.■•■'(..•.-. . Other, motions carried were as follow:— That in all municipal libraries special provision should;be made' for juvenile libraries and reading-rooms." .'.. "That 'it is desirable for the management of each public library to make some provision for.'the establishment of leaand, literary societies and cognate' institutions in connection- with tie lib!rary."-,.' ■A motion was/also carried in favour of I amending the Public Libraries Act in the * direction of the limitation of the library 'rate from.ld. to. 3d. .'. It was unanimously resolved:—"That this conference views with very great.re- ; gret the discontinuance of ' the Govern'■mant grants to public libraries, especially, in country districts. It regards the withdrawal.'of, the .grant 0f.',£3000-as,a retro-. ; grade step,' 'and; desires.' respectfully'''to draw the attention of .the execuitive''to:tne fact that such - subsidies are.'regafded'.'.irithe colonies, as• occupying 'a-'legitimate' ' and important .'place -.in .the *appfop'ria-.' tions for,, national education: The,- con-; ference strongly urges the .'Minister ; for Education•;to restore and .increase the vote; also.to make.definite. provision for school libraries;"'' 1 :•-'.'"-'' •'" ■••' A paper by Mr. H. L. James ton) on "the Dewey system of classifica- . Hon and 'its -'adaptation to New Zealand" was read, and the author was acco'rded'a vote of'thanks. ,'..',;;\> It was decided thatl the next; meeting be held in Auckland at Easter, the .meetings thereafter to' be held biennially. ■The .following office-bearers were elected:—President, Mr. T.'W. Leys; vice-' presidents, Messrs. R. Gilkison (Dunedin), J. Craigie (Timaru), D. MXaTen .(Wellington); hon. secretary and treasurer, Mr. B. ? W. Richards (Dunedin); executive '■! members, Messrs.
