[At the meeting on, March 17 it was resolved to suggest to the Premiers of the several < States that the States should advance a claim for representation at the Imperial Conference, with a view to the recognition of their, constitutional rights by' the admission of: the State Premiers or their nominees .' to the' 1911 Conference, so that the States may be represented in the discussion of such questions as the appointment of State Governors, immigration, : and other matters upon ■ which the Commonwealth : representative -bad no right to speak for the States.] -■-...
