The Master of Elibank replied that the South Wales Miners' Federation had repeatedly resolved to abstain while Sir Alfred Thomas ■ and Sir '.Samuel Evans adhered to the general 'political programme of the federation, but whenever a vacancy occurred they would contest the seat against 'all-comers. ;
