Mr.' Boyd .contends that the regulation giving the Minister power to exclude'dangerous animals from' the country was in-, tended; to bo"used : with; discretion, and'was never meant to: -apply to animals .which would be shut up in .'strong cages in ;a : zoo. He also T points out that 1 the Minis--ter .has .already allowed - two ■/ lions, 'two' bears, and a tiger.,to -bo-landed,.and ij now willing to admit two more N bears.
