That eachlocal.authority, should . collect reliablo •data.on. which -to base 'an estimate -of what ■power could be. sold to freezing works, or othor established industries in its respective- district,; and'-'after, deducting this from its sharo of the. gross annual 'cost, including-.intorest and fund;- the net probable:cost to tho locality 'for general purposes would be known, (b) If after tho authorities '■ have, so . ascertained -their financial, position and the conclusions are'in-'.favour, of the adoption of -tho : scheme, the' the following step's-• should bo taken :r-(l) To ascertain upon, what.'terms the water right .can' be used,',-and to arrange'with-the Government to use':th'o.same. without charge.
