NEEDED POWERS. FAILURE OF THE ARMS ACT. By Telegraph-Press Association-OoD.vricht. London, December 27. Referring to the murder of Mr. Jackson and the Nasik conspiracy, tho Bombay correspondent of "Tho Times" says: —"Tho discovery of an arsonsl at Nosik ihows that tho Arms Act has failod, and that it needs revision, and the strengthening of tho machinery to prevent illicit importation. Resoluti use should be made of tho power 0i deportation." Referring to confessions by criminals that they wore inspired by the vornacular press, tho correspondent remarks:— "What is required is to make the Sedition law 'more operative, by taking security' from all newspapers, and registering editors and managers. It is believed the Government of India sought thesa powers, but that they have been denied them."
