In reply to a correspondent, Lord Avobury (Unionist Poor, banker, and scientist, of Freoirade leanings) discusses tho tariff »nd preference proposals that " woro outlined in the Uinninghain "Post" as an alternative to the fludgot, and which, Mr. Austen Chamberlain says, constitute in principle his own views. Lord Ayebury says that the "Post's" proposals are very undesirable, but are not irapracticable. They would bo n retrograde step, as they revert to the system that was abondoned by Sir Robt. and Jlr. Gladstone.
