In regard to the claim of Wanganui to the Brown Shield, on the grounds that the Wellington Association had not complied- with the rules governing the competition, ,it was explained by the' chairman that Wanganui had stated a date which made it practically, impossible for Wellington to play the match. The secretary said Wellington had offered a date in September, which wa3 refused by. Wanganni. It yeas decided to inform • Wanganui that the Brown Shield matches were played in the order of the reoeipt of the challenges; and that the 'Wanganui challenge was received too late to enable the game to be played. The English Football; Association wrote as follows:—'Ton ask the 1 following question— 'A free-kick has been awarded for a breach of Law 9. One of the attacking eride takes the kick, and as the goalkeeper is about to attempt a save, a spectator interferes with him, toe result being that the ball goes through the goal.' What decision should the referee givef Upon the facts stated by you it is the duty of the referee to exercise the discretionary powers which he has under the laws. If, in the opinion of the referee, the spectator interfered'with -the play, he should order the kick to bo taken again. If, Jiowever; in his judgment, the spectator did not interfere with tho play, he should declare that the goal had been scored."
