Tho Admiral remarked that Prince Henry of Prussia (a German Admiral and brother of the Kaiser) in a recent conversation with.'a friend stated, that, the Kaiser was ; deeply, affected by Knglish criticisms of himself, and.that, while repudiating any intention of-teaching England, the Kaiser considered that England should have a strong Territorial Army by compulsion. Admiral Bowden-Smitb. urged the need of a strong ,Navy, also of a bona-fide Territorial force in order to give the Navy more freedom of action. He added:— : i'.
