SPEECH BY THE PREMIER, , VIGOROUS REPLY BY MR. MASSEY. 1 BORROWING DISCUSSED. PUBLIC WORKS EXPENDITURE. There was .no sitting . of tlie Legislative Council yesterday. In tho House, after , formal business'had been disposed of in tho afternoon, an adjournment took place until the evening, out of respect to the memories of the. late Mr. G. and the late Mr. Kelling, of Nelson. .The evening session was occupied entirely by the debate on the second reading of the Prime Minister's Aid toPublio Works and Land Settlement Bill. Sir Joseph Ward made a lengthy speech, largely composed! of figures, in moving the second reading. Mr.. Massey spoke in reply, and his criticisms, of the Government's financial policy-we're continued later by Mr. James Allen and Mr. Herries.' The. debate then became, general, and it was 1.15 a.m. when !the Prime Minister . rose ] to reply., The' second reading was, passed at 1.45 . a.m., and after some discussion .it was. agreed to proceed with the Bill at, 2.30 this afternoon.
