EXCITING PASSAGE-AT-ARMS. 1 The debate on tho Address-m-Koply was continned, in tho Council yesterday by the Hon. J. E, Jenkinson, who spoke principally on the question of preventing unemployment. The debate *as then adjourned till to-day, when tho Hon. Dr. I'indlay is expected to maio some important statements on tho subject of prison reform. • Private members' day in tho House produced some interesting measures. Mr. Sidey's Bill, to put the clock "forward one hour in ■ the spring, and backward ono hour in tho ■jjautumn for thp sake of saving .daylight, reicetved more or less favourable comments from '-iftlf a dozen members, including the Prime _ Minister, who was strongly improved by tho , idea.'i Tho Bill wai read a second time, and referred to a special committee to be. here after named. Sir William Steward's Marriage Act Amendment Bill, and Mr. Sidey's i Musicians Bill also passed their second readv ing. Tho debato on thfe second reading of Mr. Fisher's Legislature Amendment Bill, which proposes to substitute for, the Second Ballot Act a system of preferential representation, Justed all thp v evening until after midnight, and was parked by some very severe criticism of the operation of the Second Ballot Act. Ultimately, the debate was adjourned bj 30 votes to 27, and as it was then too late for the Prime Minister to mtroduco his Loan Bill, notice of which had been rccoived from the Sovernor, Sir Joseph Ward moved tho adjournment at 1,10 a m The amount of the Loan Bill is understood to' be in the vicinity of ene million pounds. •>
