Speaking at Perigucux (capital of the arrondisscment of Teriguoux) the Premier, M. Brinnd, announced that tho / Government would intiod-uco a Bill to pcn6ipn female workers and peasant women.. He stated that the association of capital and of labour had raised new problems.- -Trude unions had no more right than individuals to impose their will to the detriment of tho community. He did not .beliovo that the conflict of capital and labour was bound to be etorunl. Ho looked to 6omo form of profit-sharing to provide a solution of the problem. • The Premier went on to refer-to the Serutin d'Arrondisseraent (the system of 6inall constituencies, giving one member to each district and one vote to each elector) which, in 1889, replaced the Serutin de List* (the system by which deputies are returned by the entire department they;. represent, so that each elector votes for several representatives at once). In debating the question whether it was de. sirable to maintain or to abolieh the Serutin d'ArrondisMment, the Premier said this system had been valuable while tho Republic wae establishing itself, but latterly it had developed narrowing and excessively local influences. The Republican party, added M. Briand, aust free itself from parochial interests. Tho Ministry Trould not remain in office if it'was beset with petty intrigues.
