Speaking at a banquet to Lord Loreburn, given hy the National ■ Liberal Club, Mr. Winston Churchill (President, of- tho Board of Trade) said it would be a constitutional outrage if the House of Lords rejected the Finince Bill. It was difficult to believe that responsible statesmen .would plunge the'- country's finances into largely irremediable confusion.. Moreover, the Opposition leaders were. n6t anxious to fight a decisive battle upon an unfavourable issue. The control of the finance by the re. presentative Assembly is the keystone of'the constitutional fabric. After 600 hours' discussion the Budget- would, he said, leave the House of Commons in its full form. He added: "Wt fear no conflict; we shall make no overturesj. we shall accept no com-. promise. Lord Loreburn declared, that the pres«nt Parliament had run over two-thirds of its statutory life., If tho country disapproved of the tases; they could be. repealed. . , ' "I cannot," he said, "believe the Conserve tive leaders would take stops Reading to a most grave conflict; and placing the business of the country in a st&to of disaster." He repudiated the allegation. that the Liberals' aims were Socialistic, and snid the only really novel tax was the Land Tax, 'A SELF-DENIAL WEEK SUGGESTED. ..'•'■ -•■ . - London, October 8. Mr., A. Dewar, Solicitor-General for Scotland, speaking at Maidstone, suggested . that *he landlords should have ono self-denial week a year,-which would enable them to pay-the increased taxation imposed by the Budget tenfold. .
