Lord Robert Cecil—who : in the same debate had suggested political influence and had denounced the Bill as "a ' gigantic sohemo to bribe the electorates"— [ now moved an amendment, substituting for ! the Advisory Committee a permanent Comi mission independent of iho Executive; the Commission's recommendation 'to tho Treasury to be final if it decided to reject any proposed grant, but not if it favoured ench grant. Tho mover said his object was to guard against tho dangers of corruption. Tho.
