Many prominent and capable journalists aro outside tho fold.' Nonmemborship, when the character of the institute'and tlio purposes for which it exists .are taken into account ,ought properly : to mean unfitness for membership. The committee believes that this doctrine-should be encouraged as tlie-.corrcct doctrine, and' must be cnoouraged until it is. accepted,, if. tboinstitute 'is to reach full efficiency."
