DEVELOPMENT BILL. AGRICULTURE AND HARBOURS UNIONIST CRITICISM. (Dj Teleeraph.-l'reas Aaioolatlon.-Oopyr|Elit I London, August 27. In the House of Commons, Mr. LloydGoorge, Chancellor of the Exchequer, introduced a Development Bill to enable the Treasury to maUo grants and loans for the following purposes: 1. Aiding tho development of forestry, agriculture, -and rural industries. 2. Construction and improvement of harbours and canals. 3. Development of fisheries. The measure also constitutes Road Boards, which will be authorised to undertake tho construction of roads primarily confined to motor traffic, to which a speed limit will not apply, or the improvement of existing roads. (Roc. August 29, 5.5 p.m.) London, August 28.' The Development Bill now before Parliament provides £600,000 annually for road boards, to be allocated from petrol and motor taxes; also over half a million for tho purposes already cabled, somo of which a-ro similar to those in existence in foreign countries. Unionist critics describe -the Bill as an attempt to bribo the electorates. IRISH LAND BILL. London, .August 28. In the Houso of Commons the Irish Land 'Bill has been taken through Committee. AMENDED LICENSING SCHEME. London, August 28. The Government's amending licensing scheme- considerably \rednces the duties on hotels, restaurants, and theatres, and in liou of licenses makes clubs pay sixpence in the pound on purchases instead of thrcopenco in the pound on sales.
