YIELD OF DUTIES. FOOD TAXES WOULD BE INEVITABLE. ME. CHURCHILL'S VIEW. (By Telograpti.-Prcas Association-Copyright.) (Rec. August 9, 9.30 p.m.) London, August 9. Mr. Churchill, President of the Board of Trade, speaking at Saltburn, said the, Budget was winning its way because the House of' Lords was not entitled to touch questions, affecting public money; secondly, because the Government were in earnest; also, because it was a necessity. . The Budget was fair to all classes, and tariff reform was, not the alternative, inasmuch as a duty of 10 per cont. on foreignmade goods would yield only six millions out of the sixteen millions required after necessary reductions had been made, and the rest of the required money would only bo obtainable by taxing food. DISSOLUTION. A DUKE ON THE LORDS' POWERS. (Rec. August 9, 9.30 p.m.) London, August 9. Speaking at Edgba-ston, the Duke of Devonshire argued that the House of Lords would be fully justified in taking every precaution in the . way of seeing how far the Finance' Bill dealt with finance,,and how far it entered into the rather sketchy realms of future legislation. ' The Duke maintained that before proposals so vast aB those contained in the Finance Bill were forced upon the country,. the latter ought to have an opportunity of expressing its opinion. ■ i . THE CASE FOR THE LORDS. WILL BOW TO PEOPLE'S WILL, IF : CLEARLY EXPRESSED.; (Rec. August 10, 0.20 a.m.) London, August 9. I Speaking at Bowood Park, Lord Lansdowne (who leads for the. Unionists in tHe House of Lords) said that the Liberals told; them that any measure, no matter how viollent or littio discussed, should be passed over, tho heads of the House of Lords if it had bom sent up twice or thrice. The Lords' scheme was much more, moderate.. They recognised that the people's will must prevail in the. end, but . they demanded, that the people should be given a;full and sufficient opportunity of expressing their will with full and sufficient knowledge of t!he subject. He added: ,
: "We are ready to try conclusions on that issue. I do not believe that the people will ever deprive, themselves'of the right of saying the last word oh questions'of, great national importance; and whether the great struggle, that is not distant turns upon finance or tariff reform or the House of Lords, we are ready to meet our adversaries, and to acccpt the .verdiot of the people."
