' A.serious difficulty has arisen between China and Japn. The latter is proceeding to widen and relay the Mukden-Antung railway without Chinese co-operation. The line was originally laid down for war purposes, and China agreed to its reconstruction, but China's procrastination and obstruction havo forced Japan to take independent action. The Japanese .War Office asserts that it is prepared for every eventuality. Dr. Morrison (the Peking correspondent of "The Times") states that the Chinese opposition is duo to Japan taking tho land on which the railway is laid.without compensate ing tho owners.
