The Mmisteiial declaration promised that the Govermnent would remain unswervingly loy.il to its pi edecessors' peaceful policy abroad, would promote workmen's pensions aud social insurance, and would defend tho Income Tax Bill (a legacy from the Clomenceau Government) now m the Senate Tho Government ask lh e Chamber to sanction a proposal that, as an experiment, the next municipal elections should bo conducted on the system of proportional representation. : '• . .. . .1 With reference to tho recent strikes of postal employees, and the right claimed by them and some other civil servants to combine with tho General Confederation of Labour and to go on strike, the Hinmtorial declaration states that the Government are willing to give State-paid officials liberty, but will not permit the interruption of the public services.
