.Sir,—ln this week's papers I see tbat 138 bicycles have been reported as 1 stolon in Christclmrch during throo months, many people having been victimised .twice 'and oven thrico of .now machines! Six months is tho maximum penalty whether one or. a ( doz6n are. stolon. . Tho Minister for Justice sliould lose no time in bringing this offence into a lino with horse-stealing. Every busi-. ness man is compelled to havo a cycle. A small license of 2s. 6d. should bo offered to cyclists, without which no cyclo could chango hands. :A further sum of 2s. 6d. could insure theft, which has become a serious handicap to honest, _ hard-working men, and demands tho immediate attention of members of Parliament.—l am, etc., ..'■..
