It was held that the native gendarmerie would be able to maintain order. Hut iince then Crete'has declared for union of Greece, and Turkey, evidently relying on foreign troops in preference to pro-Greek Cretans, wishes to postpone evacuation. Postponement would gain time, while an evacuation in July wonld force the issue. Shevket Pasha has stated that, sooner than lose Crete, Turkey would march 200,000 troops to Athens.)
