NEW ZEALAND RUCBY UNION. QUESTION OF ALTERING RULES. The management committee of tho New Zealand Rugby Union mot last night, when thoro were present: Messrs, G. H. Dixon (in tho chair), R. M. Isaacs, W. Perry, G. B. Lusk, .V. R. Meredith, J. Laughton, N. Gilbrait'h,' and ;H. Kelly (treasurer). A telegram hora the West Coast Union asking 'if' Jackson, late of tho Anglo-Welsh, team were eligible to act as a referee, gave rise to some discussion as to the status' of tho player in question.' It was resolved to reply thating.tb.at Jackson was not eligible sent to play or rofcreo in Rugby games in New Zealand. ;.*'..- ' Th» Mm-lborongh Union requested tho opinion of the New Zealand body as to whether the expenses charged by tho Auckland Union in connection with the Ranfurly Shield Match, Marlborough v. Auckland, were fair and reasonable. Tho position was that the Marlborough body had had to pay £128 for their trip,' which was taken mainly with the idea of improving, their football. Members of tho committee were mainly of opinion that, though some of the charges wci'O'large, they could not reasonably bo reduced. It was decided to reply to the communication stating that in the opinion of the New Zealand Union the charges wero reasonable and legitimate. . Incidentally to the discussion a member of the committeo remarked that the West Coast Union should not have gone to play. Auckland, whom they had no hope of defeating. .To this Mr. Kelly; took exception, arguing that it was only by flaying in games such as foT the Ranfurly Shield, matches that the smaller unions 'could hope, to improve their'play.'•' ' From tho New Zealand University football: authorities, a lettor was received advising that the Sydney. University Football Club proposed visiting New Zealand during the present season for the purpose of playing games against team's from the "combined Now Zealand Unrvcrsity Colleges and the individual colleges thonsolvcs. It was also proposed to play a couple of games with outside fifteens.' The proposed itinerary of, the tour was: Leave Sydney Augtist 21, arrive Wellington August 25, play Otago University. August 28, an Otago fifteen' September 1, - New Zealand University representatives i at Dunodin September 4, Canterbury College at' Christchurch September 8, New Zealand University', representatives (second game) at Wellington, September... 11, Auckland University College September 15, and an Auckland fifteen on September 18. The secretary of the' New Zealand University Football Club: (Mr. H." F. O'Leary) stated that he was acting as secretary for the New Zealand Colleges, and had been instructed to ask tho permission of the Now Zealand Union for. tho tour. The colleges ■ intended to.'make all financial arrangements. themselves. The committee decided to approve tho;tour,-all dates of matches to be subject to arrangement with local unions and a financial statement to be - furnished.-"- / , Tho, Canterbury Union notified that at.a meeting of'delegates .it was resolved: "That 'the management committee bo instructed to ascertain from the N.Z.R.U. if affiliated unions hare power to alter the'laws' of " the, -game; in;minor: detail, as ' has bten done, by. the Auckland Union. . It was stated, in discussion, that the independent alterations; of" roles, even in union 'details, would lead to chaos when inter-unioh matches came to be played. ; On the motion of Mri Kelly, it was resolved to roply to the Canterbury; Union, stating that: no affiliated union had power to alter the laws of the game even in ;union details; It was further resolved on tho motion' of Mr. Lusk that a copy of the question and. the reply thereto-bo-sent'to all affiliated unions. : : - ; '-.':. v: • .:■::

; Notification was. received from the Wa» nganni 'Union of the disqualification of a fourth-class player for threo weeks, for Using insulting language to-tho>roferee'../.The matter was referred back to the-.Wanganur Union for further particulars, since the sentence seemed rather light. Marions suspensions by. other unions were made general. A notification from the Wellington Unionof; the warnihg'off airgrourid's or;a Imc-umpire whb'had made a, bit on a match at Karori was referred, back to the union for information as to the term of disqualification. • At tho request, of tho Marlborough Union the suspensions were removed from a number of players. An exception, however, was mad© in the case of one player. : '"•'."'•.■'■ A complaint came from the South Canterbury Union that two players who had been ex'pelled for taking part in Northern Union games wore still playing, Murphy, for the City Club (Auckland), and Duval, for tho Kaikorai Club (Dunedin). The identity of the latter player appeared to be somewhat in doubt; the Otago Union writing; that .Duval had; stated that he was disqualified by the Auckland Volunteer Union until the.end of 1903, for playing for a team before lie was entitled to do bo. The initials of tho expelled Duval were V. H., whilo his initial was T. A later.letter: from South Canterbury gave, a detailed description of the professional, ■ and expressed confidence that he was the Unnedin player. It was resolved to forward'a: copy of. this letter to the-'Otago Union, and to :draw the' attention of the Auckland 1 Union to the fact that it had. not replied to the New' Zealand Union's letter regarding Mnrphyv ' . An'application was forwarded by tho Auckland Union, for reinstatement as amateurs of five •members of the Maori Northern Union team which toured Australia in 1908. The application was not granted. • ■"■■" It was resolved, on tho motion of Mr. Galbraith, that the .South Auckland R.U. bo .written to fo tho effect that a question has been raised as to whether a number of sub-unions, mentioned as desirous of joining their union, are; actually, so inclined, and although this union has been instructed by delegates .h> define - the boundaries. before, ■proceeding .further, they will bo pleased '.o receive documentary evidence as to the desires of the various-sub-unions .within the proposed.boundaries to become affiliated with tho South Auckland Rugby Union. '-.-•-- On the recommendation' of" the : School Grants Committee', the grants wcro ; allocated as follow:—Hnwko's Bay, £3; Tarahaki, £3; Wanpanui, £12; Manawatii, £8'; Wairarnpa, £3; .Nelson, £8; Marlborough,i £8; Buller, £9: Canterbury, .: £12; Smith ' Canterbury, £10; Southland,;£l2: Wellington, £12. ; A ruling :'■received from tho Appeal Com-, mitteo was to the.effect that,' if a man who. runs behind his own lino is collared with f he' bill before h-o'cap come out -again,- it should be considered'.that the ball has boen carried back,' and a scrummage: ordered. Tie decision was forwarded to the N.Z! Referees' tion. ■'..■'■ .' •;•' |;•,■■■'..■• - . - ; .;.: AND SELECTORS. ;■■■'.-.' ' Apropos of tho letter from- the Wellington Itugby Union to the selectors of the representative which- played against Wanganui, asking, as .tho result of a letter from tho Oriontal Club, if the Selectors had. bsn influenced in leaving'a certain player. out of. the team by, rumours circulated after the;Wellington-Otago match last year, the selectors'liavo sent tho following communication ,to, tho union :—< ■' '■[•'■: : . "We dispute; absolutely .'the right of any club of the union'to ask reasons- for the inclusion or non-inclusion of any player in representative; teams. AVo.-adopt this attitudoiot because of tho partic'ularmerits of this c.a'sp, biifc on principle.' Tho duty of selecting- interprovincial teams is r a responsible one, and'we accept all responsibility of. our -selection.; If pur selections are considered unsatisfactory ; by .' the. Wellington Union,; wo aro. quite ready to retire in favour of new sqlectors, ; However/ to admit tho position -thatl we are liablo to be questioned by clubs regarding individual players whom wo may" or may not include would mako the position of.a]selectorintolerable. It appears to us; if we may he permitted to express an opinion, that as Mf. ■' was exonerated by an inquiry of the Wellington Rugby Union, from!tlio charges made against him, ho'can hardly ask for a greater refutation than that',.;. And it further appears to '113 that the matter would have ended thero if tho'ill-advised action, of 1 the Orientil Club (considering, probably, that all their leading players havo, pre-emptive rights to representative honours) had not given new life to tho rumour';,and if Mr. -—is.injured by tho present bublicity hu .own club has forced c*j

hini, wo are sorry, but declino to depart from ■tho principle wo have determined to uphold." After discussing the letter the union has decided to inform the selectors that they were not asked to givo opinions why any particular playor had not been selected, but whether cortain rumours had influenced that decision.
