Tho International Arbitration Court at Tho Hague uphold tho main points of tho Fronoh position in regard to tho dispute with the Gorman consular authorities at Casablanca, in Morocco, in September last. Tho Court strongly blamed the Secretary of tho German Consulate for endeavouring to secure the embarkation of deserters', not of German nationality. Tho Consulate, under tho then prevailing circumstances, Was entitled to protect deserters of Gorman nationality. ' l Nevertheless the French wore blamed for not respecting'as , far as possible Germany's do,facto protection of those deserters, and for throats of using revolvers; also for tho iU-troatmcnt of iv Moiocean attached to tho German Consulate. The "North German Gazette," commenting on the judgment, says it now remains for' both Governments te express regret. The "Gazette" addu that a very unpleasant incident is closed by the nuard in a dignified manner, entirely satisfactory from the standpoint of international relations.
