The Shah has , again, promulgated the previous constitutional laws which he had abollished, and has granted a political amnesty. He Jms instructed the iloyaliat commanders to diSband their troops. The decision is due to the representations of Russia and Britain, and to the Shah's foars for' his . personal safety after Kazvin (86. miles from the capital) had'been captured by Nationalists from Resht, who killed 20 Royalists.. Saad-ed-Dowleh is forming a Cabinet with Nasir-el-Mulk, now a refugeo in Europe, as Premier.' Saad-ed-Dowleh. will eventually be Foreign Minister. The Cabinet will be Liboral, but weak. . Several members of the Nationalist League declare that the Shah's proclamation as to the Constitution does' not'affect the plans of the Nationalists, who are preparing to advance on Teheran.. The revolutionaries at. Kazvin are daily, gaining strength, and are moving towards Teheran. ■ . .. - -, , THE TWO NEW MINISTERS. : An idea of . the part which Nasir-el-Mulk and Saad-ed-Dowleh have played in the recent past is 'afforded by the following historical notes: Tiie Shah'had'.taken the oath of fidelity .to,the Constitution betao the Mejliss on November 12, 1907, but intrigues against the Ministry and the Parliamentary party went on notwithstanding, and the Reactionary party became very active when the Budget was passed limiting the Civil List of the Shah to jeiOO.OOO a year/ and so threatening the crowd ofhangers-on at the Court, .and setting against the Parliament all who were deprived of pensions and perquisites. In December the Ministry , resigned. Nasir-el-.Mulk and several of the members were arrested,: but were' released on the 1 intervention of the British Minister, the Nationalists -having appealed to the Powers: against tho' Shah's violation: of the Constitution. On : December 22 the Shah signed and sealed a declaration on the Koran ,of his renewal of fidelity to the Constitution, and agreed to the'banishment of Saad-ed-Dowleh, >Jje chief of the Palace clique, and the .'placing gf the military, including 'a force of, Cossa'cks, under'the authority of the War' Minister. His promises wore not fulfilled, however, ; and the ■ disorder' and unrest continued. ■'... . '
