T ADIES AND GENTLEMEN,v After four years' service as one of your representatives,for Greater Wellington; I have ' first to thank you for the very honourable poeition you placed mo in during my absence in England at tho last eleetion. '■ I hate endeavoured to carry out faithfully tho high duty placed upon mc, and I trust I liava given satisfaction. Tho four years have been full of work, and many important undertakings have been carried out or started. . I have consistently urged that tho drainage and water supply to the outlying districts should bo pushed forward, also water supply to the high levels both- for domestic and fire jJrcvention, and I think I can claim to. have (Tone some good work. I have been closely . associated; with. Fire Brigade work' for many years, and am strongly in favour of the Fire Board system, tis under tho present Bystem the ,ratepayers have to pay . the whole cost of the upkeep of tho Brigade, whereas - under the Board system the cost is partly borne, by the Government (who appoint one member), and the balance Is equally divided between Hho City and the Insurance Companies (each of whom Appoint three members, to complete tlio Board).'Tho gain Jo mo ratepayers under the Board is cftormous, and will amount in -26 years to more than JiICO.OOO. Sbino councillors arg\io that the Government will gain control.. I submit this is impossible, as they have only oiie member, as nffcinst tho otlief six mem-, bers. The Board, system is Wdrking splendidly in thb ether three' chief cities, besides 18 smaller towns ill New Zealand; and lias bben in existence in Australia for a number of years. It has proved highly satisfactory there, as thb burden of the upkeep is borne equally by the Government, who represent the people, tho City : Council, who tho ratepayers,, ahd the Insuranco Companies, who represent the insurers.. As, a members of tho Tramways and Lighting Cbimttittee, I haVb Closely, watblied the interest's, of the ratepayers, and t claim thht both important works have been u'ttdei; thb direction of judicious management, . and'if they are to provft as tifofltablo as in' the past fbur years when I have had a.share in the management,' they must cbntinuo to bo ns closely watched by capable business mi?n. Iptlio four yiftrs endihg March 31st,' 1909, wo have made a net profit of .£1G,891, havo Deprceiatiijn nbt dtMvrt on fbr repairs or maintenance 'iC43,495, and also Sinking Funds .£17,322. This is equal to building Up a Rfesefvb of no less ,a sum than'. J77,708.' Out of the Net Profits ■£4695 has been appropriated principally in writing down preliminary expenses at the rate of 4 : per cent.
