In some' cases this .disability has been surmounted by exporters themselves sending- along_ a. sworn declaration .to ,the effect required by the regulation; and as this action, shows'a gen-, uino desire- to meet' the regulations, the New Zealand authorities admit plants' so sent, subject, of course, to necessary examination here. Persons' -ordering plants :froni advised'to inform the vendors of the absolute 'necessity of 'sending a certificate,or declaration to comply '.with theregulations.;
